Module 8.1 NIST HB 44 Basic RSA

The NCWM Registered Service Agent testing program provides exams to be voluntarily accepted by weights and measures jurisdictions to satisfy licensing requirements for service technicians.  Successful completion of an exam demonstrates that an individual has a working knowledge of the subject matter. The examinations are available to any individual from the public or private sector. 

Examinees who achieve a passing score receive a certificate indicating the date passed. NCWM retains the scores and dates of the exams and make the data available to authorized government officials through an online database.  Be aware that some states may require scores greater than 70% and may specify expiration dates that require retesting.

The NIST Handbook 44 and NIST Handbook 130 – Basic exam covers parts of the current versions of NIST Handbook 44 and NIST Handbook 130.  The exam tests knowledge, ability to interpret and ability to apply the organization and basic elements of NIST Handbook 44 General Code, and Appendices A, B, C, and D.  The questions also test the knowledge of the model regulations found in NIST Handbook 130, IV Uniform Regulations, D, Uniform Regulation for the Voluntary Registration of Servicepersons and Service Agencies for Commercial Weighing and Measuring Devices and, E, Uniform Regulation for National Type Evaluation.  Some questions will require reading and responding to questions about information on a National Type Evaluation Program (NTEP) Certificate of Conformance (CC).

The exam is in a multiple-choice format and conducted as an open book exam.

Applicants can prepare for the exam by carefully reviewing Module 8.1 NIST Handbook 44 and NIST Handbook 130 (Registered Service Agents)  and using it as a study guide.  Applicants are encouraged to use the NIST Handbook 44 self-study course and to carefully review the two model regulations. NIST Handbook 44, NIST Handbook 130 and the NIST Examination Procedure Outlines are located on the NIST website. Examinees should read an NTEP Certificate of Conformance to become familiar with the format and contents.  NTEP Certificates can be found on the NCWM website and more details about the NTEP program can be found on the NTEP Frequently Asked Questions page of the NCWM website. Another study resource for applicants are the NCWM Field Training Manuals for Retail Motor Fuel Dispensers and Retail Computing Scales.  All these resources may be accessed at no cost.

Format and Duration:
The examination will be proctored either in-person or virtually. If you select in-person proctoring, an approved proctor must be physically present at the testing location to log in with the applicant.

This examination consists of one timed section, is open book, and includes a total of 30 questions as described below. The exam must be completed in one session and you may not log off and return to the exam later.

The proctor will provide you with the following items for this exam, except as specifically noted below:

  • A clean copy of the current edition of NIST Handbook 44 and a clean copy of the current edition of NIST Handbook 130.  You may choose to use the NCWM authorized pdf file containing the appropriate sections of NIST Handbooks and EPOs required for this test.  You are encouraged to learn how to use the pdf search feature to navigate the pdf versions of the handbooks.
  • Scrap paper for notes and calculations.
  • All materials provided by the proctor must be returned to the proctor upon completing the exam. All scrap paper written on by the candidate will be shredded.

The examination is to be taken alone, without assistance from any other individual.

Test instructions are provided online prior to starting the exam. Since the test is electronically graded, the answer must be marked correctly. The test questions will be in a multiple-choice format and may include a graphic. Examinees must choose the best answer from four options by clicking the button before the selected answer. There is a short practice test to familiarize examinees with the exam environment and to ensure understanding of the basic rules for responses.

Subject of Examination:
Module 8.1 NIST Handbook 44 and NIST Handbook 130 (Registered Service Agents) – 30 questions, two hour time limit.
The learning objectives found in Module 8.1 focus on concepts registered servicepersons must understand and apply to successfully perform their duties in placing in service, repairing, and calibrating weighing and measuring devices. These include the organization and basic elements of NIST Handbook 44 General Code, and Appendices A, B, C, and D.  The learning objectives also include concepts contained in NIST Handbook 130, Uniform Regulation for the Voluntary Registration of Servicepersons and Service Agencies for Commercial Weighing and Measuring Devices and, Uniform Regulation for National Type Evaluation. Finally, examinees will be expected to read and apply information found on NTEP CCs. The examination will test your knowledge, understanding, and ability to apply the basic requirements applicable to all weighing and measuring devices.

Passing Score and Grading:
Examinees must achieve a score of 70% or greater to pass the exam.  Those passing the exam are issued a certificate indicating the date that they passed the exam.  Be aware that some jurisdictions may require a higher score to qualify for a license or permit and may specify expiration dates that require retesting.

Following the completion of the examination or upon reaching the time limit you will receive a total score for the exam and if successful a certificate showing you completed the exam. To protect the integrity of the test questions, NCWM will not identify the specific questions you answered incorrectly or did not answer. NCWM will provide a list of the learning objectives and the specific regulation citations for the questions you missed or did not answer.

NCWM will review the exam periodically and may adjust scores if a question is determined to be invalid. NCWM will notify you if the outcome of your exam is affected.

Module 8.4 Retail Motor Fuel Dispensers

The Retail Motor Fuel Dispenser exam is based on the current version of NIST Handbook 44 and NIST Examination Procedure Outlines (EPO) 21 and 22.  The exam tests knowledge, ability to interpret, and ability to apply the applicable elements of NIST Handbook 44 General Code, Liquid-Measuring Code and Appendices A, B, C, and D as well as EPOs 21 and 22.  Some questions will require reading and responding to questions about information written on a National Type Evaluation Program (NTEP) Certificate of Conformance (CC).

The exam is in a multiple-choice format and conducted as an open book exam.

Applicants can prepare for the exam by carefully reviewing Module 8.4 Retail Motor Fuel Dispensers (Registered Service Agents) and using it as a study guide.  Applicants are encouraged to use the NCWM Field Training Manual for Retail Motor Fuel Dispensers as a study aid, review the applicable sections of NIST Handbook 44 and the NIST Examination Procedure Outlines. The exam is in a multiple-choice format and conducted as an open book exam.

The exam focuses on specific concepts related to device technology, use, operations, inspection requirements, and test procedures found in NIST Handbook 44 and NIST EPO 1.

Passing Score and Grading:
Examinees must achieve a score of 70% or greater to pass the exam.  Those passing the exam are issued a certificate indicating the date that they passed the exam.  Be aware that some jurisdictions may require a higher score to qualify for a license or permit and may specify expiration dates that require retesting.

The exams are available to any individual from the public or private sector.

Examinees who pass the exam are provided with a certificateindicating the date passed. The Large Capacity Weighing Systems exam is based on the current version of NIST Handbook 44 and NIST Examination Procedure Outlines (EPO) 7 (Medium Capacity Scales), 12 (Livestock and Animal Scales Part 1), and 13 (Vehicle and Axle-Load Scales).   The exam tests knowledge, ability to interpret, and ability to apply the applicable elements of NIST Handbook 44 General Code, Scales Code and appendices A, B, C, and D as well as the NIST EPOs listed above.  Some questions will require reading and responding to questions about information from a National Type Evaluation Program (NTEP) Certificate of Conformance (CC).

Examinees must thoroughly understand and be able to calculate, evaluate and apply tolerances to various situations to pass the exam.

The exam is in a multiple-choice format and conducted as an open book exam.

Applicants can prepare for the exam by carefully reviewing Module 8.9 Large Capacity Weighing Systems (Registered Service Agents) and using it as a study guide.  Applicants are encouraged to review the applicable sections of NIST Handbook 44 and NIST Handbook 112, EPO 7, EPO 12, and EPO 13.  The Handbook and EPOs are available on the NIST website. Examinees should read an NTEP Certificate of Conformance to become familiar with the format and contents.  NTEP CCs can be found on the NCWM website and details about the NTEP program can be found on the NTEP Frequently Asked Questions page of the NCWM website. The examinee will also be evaluated on their ability to read and apply information found in NTEP COCs.

Passing Score and Grading:
Examinees must achieve a score of 70% or greater to pass the exam.  Those passing the exam are issued a certificate indicating the date that they passed the exam. Be aware that some jurisdictions may require a higher score to qualify for a license or permit and may specify expiration dates that require retesting.

Module 8.6 LPG and Anhydrous Ammonia Liquid Metering Systems

The NCWM Registered Service Agent testing program provides exams accepted by many weights and measures jurisdiction to satisfy licensing requirements for service technicians.  Successful completion of an exam demonstrates that an individual has a working knowledge of the subject matter. The examinations are available to anyone from the public or private sector. 

Examinees that pass the exam are provided with a certificate that is valid for five years. NCWM retains the score and dates of the exam and makes them available to authorized government officials.  Please note that some states may choose to require higher scores than NCWM and may elect to specify different expiration dates.

The LPG and Anhydrous Ammonia Liquid Metering Systems exam is based on the current version of NIST Handbook 44 and NIST Examination Procedure Outline NIST EPO 26 (Liquefied Petroleum Gas (LPG) Liquid-Measuring Systems).  The exam tests knowledge, ability to interpret, and ability to apply the applicable elements of NIST Handbook 44 General Code, LPG and Anhydrous Ammonia Liquid-Measuring Devices Code and Appendices A, B, C, and D as well as NIST Examination Procedure (EPO) 26 (Liquefied Petroleum Gas (LPG) Liquid-Measuring Systems). Some questions will require reading and responding to questions about information taken from a National Type Evaluation Program (NTEP) Certificate of Conformance (CC).

Examinees must thoroughly understand and be able to accurately calculate measurement errors and evaluate the errors for conformance to applicable tolerances to pass the exam.

The exam is in a multiple-choice format and conducted as an open book exam.

Examinees may prepare by carefully reviewing Module 8.6 LPG and Anhydrous Ammonia Liquid Metering Systems (Registered Service Agents) and using it as a study guide.  Applicants are encouraged to review the applicable sections of NIST Handbook 44 and the NIST Examination Procedure Outlines and to practice performing calculations using the LPG Meter Examination Report and the NCWM LPG Exam Reference Tables. The examination report is a report form used in NIST OWM LPG training classes. The Handbook and EPOs can be found on the NIST website. Examinees should read an NTEP Certificate of Conformance to become familiar with the format and contents.  NTEP CCs can be found on the NCWM website and details about the NTEP program can be found on the NTEP Frequently Asked Questions page of the NCWM website. All the above resources may be accessed at no cost.

The exam was written with the assumption that applicants have successfully passed NCWM’s NIST Handbook 44 and NIST Handbook 130 – Basic examination or have a sound understanding of how the Handbook is organized and can interpret and apply the codes and appendices.

This examination consists of one timed section, is an open book exam, and includes a total of 42 questions as described under the Subject of Examination section below. The exam must be completed in one session, and you may not log off and return to the exam later.

You will be required to perform calculations as part of the exam.  You may bring a calculator into the exam or use one provided by the proctor.  Calculators with memory functions are acceptable but programmable calculators are prohibited.  If you use the calculator provided by the Proctor, it is your responsibility to familiarize yourself with its operation before beginning the exam.

You must achieve a passing score to earn a certificate. Should you fail the exam you may retake the exam.  If you fail a second time you must wait at least 30 days before retaking the exam.

The proctor will provide the examinee with the following items, except as specifically noted below:

  • A clean copy of the current edition of NIST Handbook 44 and NIST EPO 26.  The examinee may choose to use the NCWM authorized pdf file containing the appropriate sections of the NIST documents required for this test.  Examinees are encouraged to learn how to use the pdf search feature to navigate the documents.
  • A clean copy of the NCWM LPG Exam Reference Tables.  These tables are to be used to perform the proving calculations.  Candidates are not to write in or mark on this document.
  • Several blank copies of the LPG Meter Examination Report form.  Examinees may use these forms to perform calculations.
  • Scrap paper for notes and calculations.
  • All materials provided by the proctor must be returned to the proctor upon completing the exam and all scrap paper written on by the candidate will be shredded.

Module 8.6 LPG and Anhydrous Ammonia Liquid Metering Systems (Registered Service Agents) 42 questions, 120-minute time limit.
The exam will test the examinee’s knowledge, understanding, and ability to apply the concepts and regulatory requirements registered servicepersons must understand to successfully perform their duties in placing in service, repairing, and calibrating LPG and Anhydrous Ammonia Liquid Metering Systems. The first 39 questions focus on specific concepts related to device technology, use, operations, inspection requirements, and test procedures for these devices found in NIST Handbook 44 and NIST EPO 26. Examinees must also be able to read and apply information found on NTEP CCs.

Questions 40 through 42 require that you accurately perform calculations to determine delivery errors based on the raw data provided in the exam.  You must answer all three questions correctly to pass.  The questions will require you to calculate the delivery error (calculate in %).  For this exam, percent error is calculated as [(prover reading – meter reading) ÷ prover] x 100. You will perform calculations for one set of tests either with an electronic digital register or for one set of tests with an analog register.  You will be asked to compute three delivery errors: one for the normal compensated error, one for the normal uncompensated error and one for the special uncompensated error.  Each result must be accurately rounded to two decimal places. 

Please note that in this exam you will not be able to go back to previous questions to change your answers and you must provide an answer for each question before being allowed to proceed to the next question.

You will be provided with copies of the NCWM LPG Exam Reference Tables and copies of a report form used in NIST OWM LPG classes. All copies must be returned to the proctor at the end of the exam.

You may download a copy for practice using the links above. The NCWM LPG Exam Reference Tables contain a collection of pertinent tables used in LPG meter testing.  This includes tables for the product and tables for the pressure and temperature corrections for provers used in the exam. The candidate must ensure they use the correct tables for the specific prover referenced in the test data.  Two samples of test data for the official test, in the form it will be presented in the exam, are shown below.

Passing Score and Grading:
You must achieve a passing score to earn a certificate.  To pass the exam you cannot miss more than 13 of the first 39 questions and you must correctly answer each of the last three questions.  Those passing the exam are issued a certificate that is valid for five years.  Please be aware that some jurisdictions may require a higher score to qualify for a license and may specify a different expiration date.

Following completion of the exam or upon reaching the time limit the examinee will receive their score. In this exam the online system will show your score as “Passed” or “Not Passed.” If you receive a “Passed” you will be able to print a certificate. 

Please disregard the information after the words “Passed” or “Not Passed.”  Due to the weighted value of each test question and the requirement to answer the last three questions correctly a complex scoring calculation was used to determine passing and failing scores.

To protect the integrity of the test questions, NCWM will not specifically identify which questions were answered incorrectly. However, NCWM will provide a list of the learning objectives and the regulation citations for the questions answered incorrectly.

NCWM reviews the exam periodically and may adjust scores in some cases if a question is determined to be invalid. NCWM will notify you if the outcome of your exam is affected.
